Secretary of State. It seems clear that this

instruction has not been strictly observed and it

is for consideration whether it should be amended.

The attached Bahamas Additional Instructions show

how the clause has been amended in that Colony.

As far as the giving of powers to the

Governor to appoint by warrant a Governor's Deputy

is concerned, I see no objection to the amendment

of the Letters Patent on the lines of Clause 17 of

the Windward Islands Letters Patent. Perhaps the

Legal Adviser will say, if this is done, whether

it is necessary to pass also legislation on the

lines of the Gibraltar Ordinance referred to in

paragraph 4.

As far as the second paragraph of Mr.

Megson's minute is concerned, I must confess that I

see no advantage in passing the additional

instructions to which he refers. The Governor

does not in fact leave the Colony without referring

to the Secretary of State, nor I imagine, is he

likely to do so, and to have to obtain formal leave

under the Royal Sign Manuel and Signet seems to me

an unnecessary addition of paper work.
